We hear a lot about the United Nations on the television news. But what is its purpose and how does it work?

The United Nations (Un) was set up by the Un charter which was signed in San Francisco in 1945. Its aim is to facilitate co-operation in international law, international security, economic development, communal progress, human ownership and the achievement of world peace. The purpose of the protection Council is to enunciate peace and protection in the world. There are currently 192 Member States of the United Nations.

Germany has joined military with India, Japan and Brazil to recommend the addition of six permanent seats to the protection Council without the power of veto and a additional four non-permanent seats. Other countries like South Africa, Nigeria, Indonesia, the Eu and Japan which also aspire to permanent status are proposing other combinations of allocations.

California Poised to Be Nation's First Carbon Taxing State

The California Air Resources Board will conclude next month either to fee a fee to the state's largest industrial polluters of carbon, the first state in the United States to consider such a move. The plan is part of Ab 32, a groundbreaking piece of environmental legislation that will make the state's worst producers of greenhouse gases-responsible for as much as 80-90% of the state's carbon output-pay for their pollution.

Migration, Remittances, and a Shifting Hemispheric Paradigm

Unsurprisingly, migrant source countries generally did not fare well due to the lack of remittances, which conceivably reinforced the economic downturn already at play. Remittances dropped remarkably, for instance, in Latin America, the Caribbean countries and North Africa. Remittance flows to Mexico declined by 13.4 percent in the first nine months of 2009 and by 20 percent in Egypt. Morocco experienced a similar rate of decline.

Despite the fact that total world remittances continued to fall while the crisis, the corridor between the Gcc countries and Southeast Asia showed resilience. Remittances continued to grow, albeit slower than in former years, despite a decrease in migrant departures. Remittances to Pakistan increased by 24 percent in the first eight months of 2009, while flows to Bangladesh and Nepal increased by 16 percent and 13 percent, respectively. The Philippines also recorded report numbers of departures and remittance flows in 2009.

The World Bank's newest figures in July 2010 show that year-to-date remittance growth rates remained higher in South-East Asian countries than in Latin America. Nepal (19.9 percent), Bangladesh (7 percent) the Philippines (6.6 percent) and Pakistan (4.9 percent) for instance grew quicker than Colombia (-12.8 percent), Mexico (-4.6 percent), Honduras (1.9 percent) and El Salvador (2.5 percent). Because migration is corridor-specific, these trends were suggestively buoyed by the fact that the Middle East was able to thwart some of the negative effects of the recession. The rise of influential and superior economies in Brazil, China, India and South Africa ensures that this trend will form the backbone of a hereafter amelioration paradigm.

In Abu Dhabi, efforts to heighten housing for migrants and inflict regular salary payments are underway. The thoughprovoking and shaking is mutual; many countries in South-East Asia have moved to negotiate Memoranda of understanding with the Gcc countries and taken steps that may yet ensure a win-win situation thoughprovoking migration. India and Saudi Arabia have even talked about expanding their current understanding when it expires later this year. Many of those decisions are taken while the Colombo Process meetings, which have been postponed until next spring in Dhaka.

Bahrain and the Uae might be two of the more progressive countries in the region, but neighboring countries have often followed suit in the past. In which case, possibly a new superior center of South-South amelioration is in the making.

Not to mention the fact from the consumers side that are benefiting from rescue money which can be used to save or spend on other things.

report 95(2) of The Bangladesh Constitution Revisited

Moreover, if the President is satisfied that the amount of the judges of a agency of the supreme Court should be increased for the time being, the president may appoint one or more duly powerful persons to be supplementary judges of that agency for such a period not exceeding two years as he may specify.

Recently, the Government has appointed seventeen more supplementary judges in the High Court Division. It is alleged that out of these seventeen supplementary judges, two are not competent to become the supplementary judges under narrative 98 of Our Constitution. Though we know that there are no specific requirements prescribed for the appointment of supplementary judges in the higher judiciary, nevertheless the provisions mentioned in narrative 95(2) of our Constitution is applied in case of appointment of supplementary judges. To become a judge in the higher judiciary, one has to custom for at least ten years as an advocate of the supreme Court; but it's a matter of regret that the modern recruitment has not done justice to this requirement in every cases.

Our constitution was adopted on 4th November, 1972 & came into force on 16th December, 1972 and there are practically two thousand legislations in our country since then, but there is no specific law relating to the appointment of judges and their qualification.

Most of the time, it is noticed that 'appointment of judges' receives political overtones. Because of this reason, the most talented lawyers and judges in the sub-ordinate court hardly get occasion to become judge in the supreme Court of Bangladesh. In this backdrop, the following points are to be seriously taken into consideration by the procedure makers:

-To enact a isolate law relating to the appointment of judges and their qualification as indicated in narrative 95 (2) (c).

-To ensure the choice of at least 50% judges from the sub-ordinate court in case of appointment of judges in the higher judiciary.

-To amend the provisions mentioned in narrative 95(2) of our Constitution. The tenure of an advocate of the supreme Court & a judge held judicial office in the territory of Bangladesh may be increased with an supplementary focus on the submission narrative in their custom life and their offering to the life of law.

Article 95(2) of our Constitution only provides that 'to become a judge of the supreme Court, a person has, for not less than ten years, to be an advocate of the supreme Court.' It apparently seems that once one becomes an advocate of the higher court, and he doesn't necessarily have to engage in actual practice. After ten years even a non-practicing lawyer may assume the sit of the bench as a judge in the supreme Court! literally for this reason, the provision of narrative 95(2) (a) of our Constitution has to be amended slightly by adding a word "practicing" before the word 'advocate' (i.e. Practicing advocate).

As the custom goes, a judge of the sub-ordinate court becomes competent to become a judge of the supreme Court whenever he holds the post of District Judge (Dj) or supplementary District Judge (Adj). In reality, it takes practically fifteen to twenty years to become a Dj or Adj in the sub-ordinate court. So, it appears that the provision of narrative 95(2) (b) of our Constitution should be changed a tiny by adding a word 'at least fifteen to eighteen years' in place of 'ten years'. The other points in matter of judges' appointment may be:

-To sketch out a constitutional mechanism for ensuring efficient consultation in the event of appointment of justice in the higher judiciary.

-At least forty-five years has to be completed to become a judge of the supreme Court.

-Hold a good scholastic record/result in his/her educational level (i.e. From S.S.C. To Masters).

There is no good test of excellence of a state than to gawk its administration of justice system. Good judges can make the law sing and can even interpret a bad law for the greater interest of the people. Being the watchdog of people's right we should take care that the court remains an arbiter of justice and excellence.

The Flooding in Australia

The news continues to come in. Flood ravaged parts of Australia. It is awful! I am so grateful to be both miles from the worst area and safe on very high ground, here in the tiny town of Mullumbimby, New South Wales. My heart goes out to those effected.

What can one say to ease their pain and their loss? Thank goodness the Au government is doing their very best at recovery and intervention, but the grief, the shock, the stupendous losses remain and will have to be faced for a long time to come.

When I look straight through energetic eyes, I see the planet doing what planets do, shrugging, shaking, and responding energetically to all she has experienced over time. She is attempting to come to balance. Sadly, some of those attempts turn into flash floods, unseasonable rain, and overflowing rivers. Some of these anomalous weather conditions sweep away houses and leave death and mayhem behind. From a personality perspective, I weep for those involved. From the energetic perspective, I understand and I accept what is unfolding.

We are in the midst of a very intense duration of transition and adjustment at every level of reality, from our governmental and fiscal systems to our natural ecological ones. A new balance must be achieved and will, in time, be attained. In the meantime, we can only pray that the changes will be gentle, that as few beings as potential will be harmed or lost, and that balance will be achieved sooner rather than later. The more balanced, energetically, each of us can remain, as we move straight through our lives, even as we face unimaginable challenges, the more swiftly and moderately the shift will occur. For when our human energies are wild, chaotic and inharmonious, then nature reflects those energies and terrible devastation occurs. We have not been good to the planet; we have abused and overused her gifts and now we are paying the price.

Let us commit ourselves to a confident attitude and balanced energetic state of being, no matter what the circumstances and to focusing on what de facto matters. We can then become part of an ever growing force attracting harmony and balance. Let us consider how we can hold the planet and all her beings in our loving embrace, as the winds and waters of convert de facto and figuratively sweep our houses clean.

Students and Politics - The Indian Scenario

In India, the trend of students actively participating in politics began in the early 20th century, when India was fighting for its freedom. The elders being busy with their bread earning, they actively encouraged the youngsters to enter the arena of politics. Besides, they were young and would be truly enthused to join the mass movement at the drop of a hat. Political parties at that time started enlisting the keep of the young students who organized themselves happily, to help one party or the other. This leads to closure of institutions which again take a toll of students' study time. The very innocent and loving appearance of children gets lost and they become rude, arrogant and disobedient. When there is too much of hooliganism entering into educational institutions, even police is to be called sometimes and there is utter disorder in the campus and even bullets find their way among the students. The disadvantages of students entering politics are numerous and destructive.

When we study the advantages of this system, they do exist but, are very few and hardly significant. Children entering the arena of politics learn the art of communal speaking. They learn to be assertive and impressive. This medium is a good stepping stone to the art of leadership. The prominent and real benefit is that students in these prime years of life gain a lot of knowledge of politics which gives them training to enter the arena as trained politicians.

After learning the pros and cons of students' participation in politics, the disadvantages are more damaging than the gains acquired in the sequence. For, all the advantages students gain, can as well be achieved so in other ways also and there is no need for their entry into politics.
Students must stay away from politics and keep their interest in studies which alone can help them steer the ships of their lives.

Ritwik and His "Meghe Dhaka Tara"-A Study Into Oppression and Feminism in The Alter

However, his "magnum opus" happens to be none other than Meghe Dhaka Tara (1960), the first film in a trilogy, examining the socio-economic implications of partition. The protagonist Nita (played by Supriya Chowdhury) is the breadwinner in a refugee house of five. Every person exploits her and the strain proves too much. She succumbs to
tuberculosis. In an unforgettable moment, the dying Nita cries out "I want to live...", while the camera pans across the mountains, thereby accentuating the indifference and eternity of nature even as the echo reverberates over the shot.

Complexities notwithstanding, Meghe Dhaka Tara reaches out to the audience with its directness, its simplicity, and its unique stylistic use of melodrama. Melodrama as a legitimate dramatic form has continued to play a vital role in rural Indian theatre and folk dramatic forms. Ghatak goes back to these roots in his presentation of a familiar struggle for survival, which has lost its dramatic force and pathos through repetition in real life.
In Meghe Dhaka Tara, day-to-day events transform into high drama: Nita's tormented romance is intensified with the harsh sweep of the whiplash on the soundtrack; Shankar's song of faith in a moment of despair reaches the height of emotional surrender with Nita's voice joining his and Nita's urge to live becomes a universal sound of affirmation reverberating in Nature, amidst the distant peaks of the Himalayas.

The three necessary women characters in this film embody the original aspects of feminine power. The heroine, Nita, has the preserving and nurturing quality; her sister, Gita, is the sensual woman; their mother represents the cruel aspect. The incapacity of Nita to merge and comprise all these qualities is the imminent source of her tragedy.

Besides, here Ghatak tries to delve deep into our roots and traditions and examine a universal size within it. And for the first time, he says he experimented with the techniques of overtones. Unfortunately for Ghatak, his films were largely unsuccessful. Many remaining unreleased for years, he abandoned approximately as many projects as he completed. Finally the intensity of his passion, which gave his films their power and emotion, took their toll on him, as did tuberculosis and alcoholism. however he has left behind a limited, but
subtly rich and intricate body of work that no serious specialist of Indian Cinema can dare ignore.
